disc brakes dragging

I have a problem. I had the wheels off today and was rotating the hub and it seems like the brakes are dragging on the rotor. Is this normal? I had a 93 ranger and they didn't drag.

If this is not normal, how can I fix it?

light drag is normal. Of course, the key here is defining "light". You should be able to spin the brake disk by hand, and it will stop within a 1/4 to 1/2 turn of letting go.
