You're lucky, I currently have the bumper off so I grabbed a couple of it. Theres a couple of pieces of leftover 2x4 notched to fit it above and below. I left the center section on the bumper open on the backside to allow access to the pin, its also been redrilled further back to be easier to get.

how much and what size plate did you use to make the mounts for the shackles and total length of 0.25 2x4 tube from where it mounts to bumper to the other end sitting in the frame rail?

I have a 24' piece of 3" x 3/16 cold rolled steel do you think it is wide enough to make all of the skin to the bumper or do you think I need 4 or 6' instead? How wide were the pieces u ended up using, most appear to be about 3 inches wide.

damn man, how many questions you got? its pretty straight forward. i used some 3/4" plate drops to make the d-ring tabs and ive already said that its just under 2 ft of 2x4 for each mount. you could MAYBE use 3" wide plate, it wont stick out as far but should still work with some creativity. IIRC the top plate, center sections, and the backsides on the wings are the only thing over 3" wide.
