I have run tires like this on scissor and boom lifts when having to take them offroad. not this exact tire, but the same idea.

I wouldn't run them on a DD, they wear pretty fast.

I don't think its the tires. the whole thing is rocking, if it were from the structure of the 'tire' then part of the tire would stay stopped.
