Can I split a 220 dual breaker into 2 110s?

I want to take a 30 amp 220 volt dual-switch breaker and somehow turn it into 20+ amp 110 outlets for the garage. I don't know much about household wiring but am starting to learn. Anyone have experience on this one?
I don't have any 220 equipment but could really use another couple 110 feeds on dedicated breakers for compressor / welder.
 
If you remove the breaker you can replace it with 2 single pole (110v) breakers. But you cannot use the 2 pole (220v) breaker to feed two seperate 110v loads.
 
What brand/model is the panel? Most panels have a "space saver" breaker you can install which would actually give you 2 single pole breakers per slot, so essentially you could add 4 single pole breakers in if you remove that one 2 pole breaker.
