There are city ordnances about those exact same things. HOA's are total BS. I live in one too but luckily mine isn't very involved or expensive. I only pay 30$ per month for mine and they pay the for the trash.

The Communist Assn hasn't been too bad lately. I've had my 30' gooseneck camper on the street for almost a week before and didn't get a letter or complaint. Just be such to get approval on anything major- they can be sticky about that kind of thing.
