I think I found part of the issue. If I jack the rear up and start, put in drive and hit the brakes only one of the rear drums will stop. I think I will just redo both the drum brakes in the back with new wheel cylinders. I used the MityVac to bleed the system and noticed on the wheel that fails to stop it did not bleed as easily. New lines were put in the rear a few years ago.
It will stop both if I pull the e-brake. I suspect a bad rear wheel cylinder. There is no leaking however.
