Blowing fuse #11 99 classic

Hey guys, 99 xj Classic 4x4 auto, 4.0, chip keyed.

Went to start her up this morning, and she idled just fine so I shut her off, walked away for an hour and came back and tried to start her again....no fuel pump prime and no start but she did crank. I found that fuse #11 (passenger side kick plate panel) blew. Diagram has it as the fuse to control the PCM, TCM, and fuel pump relay. The fuse pops as soon as I click the key in the position that the fuel pump primes. So would you say a short in the fuel pump/pump wiring? Any experience with this issue? Also, it seems as if my battery voltage meter is inoperative, does it normally display the voltage when the key is in run position? In my case, it does not.
 
Unplugged and replaced fuel pump (needed anyway) unplugged TCM, fuse still blew...unplugged PCU...still blew. Any ideas??
 
No voltage display, no fuel pump prime, and no-start, suggest a CPS issue. If that could blow the #11 fuse, I don't know. Replace the fuse, and pull the FP relay, what happens ?

A blown fuse indicates a short, and where that might be is up to you to locate. A logical process of elimination and/or continuity testing may be required.
 
I switched out the FP relay and it still blows...yeah I probably have two frayed wires touching each other. Do you know the correct voltages coming from the cps? As far as a short goes, I'm going to start with my FP plug going to the brain. I have some suspicions my problem may lie there.
 
Pull the FP relay, as in disengage the fuel pump wiring, and see if the fuse blows. CPS testing procedures have been posted often.
 
Found what it was....it was the pick up coil. Also, my junction block was caked in mud....removed it, took off the cover lo and behold...baaaad corrosion. Got a used one on eBay same part number. Also, I damaged the c1 connector. Can anyone post a link to where I could buy a new one? Trying to avoid a junk yard as easy as it would be, the closest one is 30 minutes away and I just don't have the time.
 
Update: replaced the fuse block but still blowing the fuse. Went to start her up today and she wouldn't start but was acting like she wasn't getting fuel (fuse blowing is intermittent so sometimes I get a prime and start) I give it some gas and it started with a wailing of the belt and it wouldn't stay running without my lightly pressing the pedal. Threw on a spare IAC and it started and idled just fine, I can't seem to get it to blow the fuse again, think the IAC was the culprit to the fuse blowing?? Or a separate coincidence? I have a warrantee on the CPS that's going to be my next attack
