AW4 lock out in part time 4wd?

There could be an issue with the NSS and the TCU thinks the shifter is in 1-2 or 3 and is only commanding those gears. With an AW4 if the TCU is unplugged and the shifter is in D you will get 4th gear, 3 will give you 3rd, and 1-2 will give you first.
