Finally got my latches! First vendor screwed around for a week before feeding me some B.S. about the latch no longer being made anywhere by anyone. I ordered from another vendor right after Thanksgiving and they shipped the following Monday.
I'm going to weld the barrel to a couple of gussets on the bumper in this position so that the plunger goes into the open end of the main tube on the swing out.

That's pretty cool, never seen a latch like that. Who makes it? I'll have to keep them in mind, I have a few uses for those.
