'95 dies when clutch disengages from trans

I just rebuilt my np231 this weekend and everything works fine, EXCEPT my speedo sensor won't do anything and frequently and seemingly randomly when I depress the clutch while the jeep is rolling (pulling up to a stop light) it will die. Only seems to do it in 2nd and 3rd so far. I'm stumped.

Sounds like an iac issue.... did it set long while you did the case? My ranger sat for a month when I did the heads and when I went to start it again the iac was shot and it wouldn't idle right
 
It sat for about 36 hrs total. I just drove it and doesn't do it in 1st, 4th, or 5th and mainly happens downhill. But, since the idle is kind of erratic right now, that's definitely a good possibility.
 
It threw OBD-I codes 12 and 15

12 - Direct battery input to PCM was disconnected within the last 50 Key-on cycles.
15 - No vehicle speed sensor signal detected during road load conditions.

Neither of those should cause a stall though, should they?
