$400 to burn?!

well i came out of christmas with 400$ to burn on my jeep, right now all i got it 3.5" super flex aal... and 31s. I dont now what to spend it on. i could get Wheels and a rack. or A front bumper, or I could get full packs spacers and a hack and tap sye.
what do you think the best choice would be??

That depends on the condition of the leafs he added onto...if they were newer springs to begin with and added a leaf, new packs wont help much, if any.

It sounds like your squared away for a lift and tires, so id focus now on protection...rock sliders, if you dont have any, would be HIGH on my list as would a good front and rear tow point. A rear hitch can be had for 100-150 bucks and makes an excellent rear tow point. Front hooks and brackets can be had for well under 100 dollars. If youve got the recovery points and rocker protection handled, consider a locker in the front of rear. You can get a good lunchbox locker for about 250-300 dollars and will make the biggest improvments in your off-road capabilities hands down. I wheeled mine with a lock-right in the front on 31's and went places that some with 33-35's open struggled!
 
I'm in the same boat as you pretty much. I got around $450 for x-mas, and I have the RE super flex with full leafs and 31s, that's about it, aside from a flowmaster 40 series in my back seat.

I was thinking the tow hooks/brackets, a tow strap, and some black wheels, or to get the rigidco rear non tire carrier bumper.
 
Well if your looking to burn $400 you could start with a lighter. Matches will also work. To be more effective you could soak it in gasoline and toss it into a wood stove, that should do the trick.

full packs and whatever armor you can get. Or armor and some cheap steel wheels.
