I have a 01 Cherokee sport full stock and I just got a 3”bds lift and i want to run a wheel and tire that doesn’t rub, i was looking at a wheel that was 15x8 -19mm offset and maybe a 31” tire, would that rub?

Depending on the tire, and the offset, they may rub.
3 inches of lift and 30's is perfect. I had to lightly trim the front bumper ends and flares with 31's and 3 inch lift. Both BFG A/T and generic mud terrains rubbed slightly at 31x10.5 and 4.5 of back spacing.
Don't forget to add to the bumpstops, and extend the brake lines.
