Most likely just the little pin that slides out into the lock ring is stuck, or the linkage that pushes against the spring has come loose. Should be easy to figure out once you get the column apart

Any help on what to search for would be great. I have replaced the key cylinder and the ignition module on the column so I've had the covers off. I tried to google a you tube but only found forum post on JU and Wrangler forum and they were less then helpful. I suspect this column is just like the xj one which is why I posted in here for my fellow jeep nuts to help out.
I'd start by pulling the wheel off. There is a ring on the steering shaft that has holes in it designed to catch the little pin that pops out to lock the column. First step would be to find that and verify that the pin is or isn't moving when the lock cylinder is moved to that position.
