    Seems like when I do a partial change, I drain through the plug, replace the plug, and add 3 quarts of fluid to bring it back to the proper level. Doing this should get you in the ballpark.

    Definitely sounds like it's not charging. It's possible that moisture could have gotten inside and frozen the brushes in place so they aren't making good contact, but I'd expect underhood temps should get warm enough to thaw it out after a bit of idling. If it is shot, it's an annoying job...

    By hubs, do you mean unit bearings? Is it possible that you got unit bearings that were a different geometry than the ones you replaced and now the brake rotors are not centered in the caliper and dragging on one side
