hi Nox is probably lean due to high combustion temps. if youre doing the cat that wont hurt but if its still lean it could be another problem. have you thrown a voltmeter on all the sensors to make sure nothing weird is going on? id bet a new cat will at least get it to pass this year then you have 2 years to figure it out

are you sure the TPS is good? crank shaft sensor ? new cap, rotor, plugs, and plug wires?- slight misfire maybe?
CPS controls timing , did you notch out the CPS and move it over?
id sea foam it before you replace the cat .
clean all grounds and all sensor connections for fun
got any vacuum leaks anywhere?

Leak in exhaust tubing upstream of converter
Excessive carbon deposits in combustion chamber
Improper spark advance
Blocked coolant passage- thermostat?
Overly lean air-fuel mixture
Damaged cold air duct
Failed or malfunctioning catalytic converter
Corroded or damaged engine sensor electrical connections
