East Bay Regional Parks want to declare The Carnegie/Tesla property a non-motorized area!
They will be holding several meetings; the first one will be in Oakland on the 11th. Check this link for one near you! We need to pack these meetings, get there early and take up all the parking with rigs!

East Bay Parks is the largest Regional Park system in the country; they have set aside more land for hikers & horsemen than any other Regional system! Why do they need more?

The Tesla property was purchase with OHV funds for OHV use. With this expansion we will get Jeep trails, hiking trail for birdwatchers, the OHV division has plans to protect the historical building and artifacts. We are willing to share with everyone but a few people want to discriminate against us that chose motorized recreation, the fastest growing form of recreation. There are so many bike rider that Hollister is closed by 9am most weekends, we need to provide more area to prevent this overcrowding.

Please talk to everyone you know that off-roads no matter how they do it and tell them how important it is for them to come to these meetings!

This is easy to get to, it’s not far off Hyw13 coming from the south take Redwood RD or from the north exit at Joaquin Miller.

There is a meeting in Dublin on October 3rd. I couldnt make the Concord meeting also, but I will be at the Dublin meeting
 
Once again OHV users were the largest like-minded group to attend! We had 40 to 50 at Oakland and about 40 in Concord, my thanks to all that showed up! OHV was the most commented on topic!

East Bay Regional Parks was only interested in discussing the proposed changes for their 2012 plan at this series of meetings. They are;
• Providing a variety of “Trails for all”
• Leading the movement for Healthy Parks Healthy People
• Balancing funding priorities, meeting expectations and sound fiscal practices
• Supporting the shift to Green communities
• Developing productive partnerships
• Responding to changes in demographics
• Creating conservation and management standards for cultural and historic resources

As you can see it was pretty simple to relate most of these priorities to OHV use. I recommend these talking points;
• The Alameda/Tesla Prosperity is mentioned in their 2007 Plan and has carried over into the 2012 Plan; We must request that this be removed from the Plan. We stressed that the Alameda/Tesla Prosperities were purchased with OHV dedicated funds
• OHV is the fastest growing from of recreation; EBRP’s manages the largest Regional Park System in the country but provides no OHV recreation
• If EBRP provided OHV recreation they would be able to apply for OHV Grants.

At this point I feel the most important things for us to do at this time are;
• Show of strength, by packing the meeting with OHV users
• Flood EBRPD with comments supporting OHV use

I toured the Alameda /Tesla Properties last Tuesday, OHVMR plan on following the Hollister model of Touring Trails and we will get 4x4 trails when they expand.

Late notice

There is an EBRPD meeting today in at the Fremont Community Center 40000 Paseo Padre Parkway 10:00-11:30.

For those that think this has no effect on 4wheeling, when Carnegie expands we will get 4x4 Trails, OHV plans on following the Hollister model!

Next meeting will be in Dublin Oct.3rd at Dublin Unified School District Board Room, 7471 Larkdale Ave, Dublin.
 
Just got back from the Fremont meeting, our voices are being heard by EBRPD! They now know who we are, some of what we do and that they need to address OHV Recreation! Phil Jenkins Acting Deputy Director of the OHV Division has been having conversations with EBRPD. I was told by an EBRPD employee that we have made a difference and brought our side to the table, also we should be seeing a statement from EBRPD soon on the OHV use issues.

So let’s not slack off now, I would like to make the Dublin meeting the biggest turn out of OHV users yet! Please show up and get all your friends to make the meeting!

I have been attending Planning meeting for East Bay Regional Parks District, my interest have been the fact that EBRPD controls almost 120,000 in Alameda & Contra Costa counties. On this land they provide most every type of recreation except for Off Highway Vehicle recreation (OHV), the fastest growing form of outdoor recreation. The other issue I am concerned about is the expansion of Carnegie State Vehicle Recreation Area (SVRA). The State Parks OHV Division purchased two properties in 1998, they are the Alameda and the Tesla properties, the purchased was approved by the State Legislators for OHV use and the money came from the OHV Trust Fund.

There is a group of people do not want this to happen, they have formed a group called Friends of Tesla Park http://www.teslapark.org/ , they list there “Friends as;

• Center for Biological Diversity

• Tri-Valley Trail Blazers, equestrian group

The Spokesperson for Friends of Tesla Park at the EBRPD meeting has been Celeste Garamendi the wife of Mark Connolly the owner of the Connolly Ranch . Well it turns out the Connolly Ranch will let you hunt Tule Elk for a little as $10,500 http://mumwildlife.com/Connolly_Ranch.php . Now this is done legally and they are licensed by the State for this. So every one of the Friends of Tesla is supporting this (I will use the words these groups would use) Unnecessary Slaughter on Defenseless Animals. At the same time they will not support the legal use of OHV’s for recreation.
Legal use of OHV for recreation is being squeezed on to less and less area; this over use can cause damage to the land. The Expansion of Carnegie will reduce this overcrowding and allow for 4wheel trails, at this time Carnegie only has a small area for 4wheel use.

I would like to ask everyone to encourage EBRPD in their General Plan http://www.ebparks.org/planning to partner with The Sate OHV Division to build the SVRA of the future, working together these to agencies can protect the environment and cultural history at the same time provide a high quality OHV experience. If EBRPD purchases property boarding Carnegie they must provide a buffer zone to prevent user’s conflicts
As for the Friends of Tesla please write to them and ask them to not support the Friends of Tesla Park, better yet do not support these groups!

I get so tired of these bloody damned people...

I see two possible solutions here:

1) For the land that you want to take, you have to give up a like amount elsewhere. The idea being to maintain the OHV trail availability, so we're not driving around where you don't want us. In addition, pay the OHV fund 30-50% of the assessed value of the land to allow for maintenance, trail marking, and any necessary conversion work.

2) Pay the OHV fund 150% of the assessed value of the land - to allow for replacement, conversion, marking, &c, &c.

If people don't like the way we're doing things, why do they insist on changing it? Chances are good you can find what you want just by going somewhere else - so go.
