Would there be any issues if I drilled new holes?

The holes that go through the sub frame have metal inside to keep the bolt from crushing the frame. Drill the bumper brackets.

I would not have a second thought about drilling slightly oversize holes. It's nice to have a little wiggle room. Use washers to spread the clamping force.
