ok without the tow hook brackets it lines up good enough to mount. Yes the mounts are weak it utilizes the 3 stock bolts on each side plus 2 on each side to the front crossmember, which is just to the inside of the 3 bumper holes.

I just picked up an arb off a 94 and it doesn't fit my 99. It hits below the side turn signal. Could it be I still had my tow hooks and bracket on? Is there a bracket to tie it farther back for stronger recovery?? Stock holes plus front crossmember just don't seem strong enough. edit: sorry...
