I've removed the bumper on my 2001 quite a few times, I never thought of removing the 2 brackets instead of the 2 nuts inside the bumper...
Mind you mine isn't rusty at all so it's just time consuming to remove the nuts, but not impossible.

What makes you guys all think you should be getting similar fuel mileage if you have the same lift and tire size?
There's so many variables here it's crazy.
Are all of your engines brand new with only 100 miles on them? Do you all of you run in the same climate, and at the same altitude, do...
I obviously know what they do and what they are for... What I really want to know is, what do D44s and D60s use? I don't see anything like this for sale for them, so they must do it better somehow.
Everyone has seen these external seals rebadged and sold by every other company...

That's from my FSM for an '01 XJ.
I may have been confused earlier, as I thought you were pulling the tube from the valve cover and hoping to feel vacuum at the valve cover, when the vacuum source is actually the intake manifold... Sorry for the rude comments.
