Wires in fuse box

Just bought an 2001 XJ a few months ago. I have these two wires in the fuse box. I have removed them and the ac stopped blowing cold air.

Scratching my head as to why they are there.

They are connected to the middle pins on the relays.

That's not a factory connection, someone has tried bypass something!

I'm betting the socket for the relay was damaged and someone got creative "fixing" it.
