Windshield Wiper COntroller

I have a 1994 XJ.

Recently the wind shiled wipers stopped working completely. I checked the fuses and they look good.

I even bypassed the wiper cicuit breaker to no avail.

The schematic shows a wiper controller.
Does anyone know where thisis located?

Does anyone have any suggetions to solve tis?

I live in Sacramento, CA and the rainy season is just around the corner.

The intermittant wiper conrol is attached to the lower dash with velcro, about above your left knee. Follow the wiring from the steering column and you will find it.
