Every State Vehicle Code has a version of the Basic Speed Law that it is unlawful to go "faster than it is safe for the conditions." The "conditions" include tire pressure and handling capabilities of the vehicle at speed (and 3 psi on the highway at posted speeds is not usually considered safe).
