It is the black flat wire with teh key shaped connector on it that comes out ofteh steering column....anyone have any idea, is it needed to run?

It's the wiring harness that goes to the cruise control switch on the turn signal stalk.
There should be a mating connector flopping around under the instrument panel, near the accelerator pedal.
That black wire, by the way, really contains FOUR conductors, surrounded by a black sheath.
