Vespa Emissions?

So, we got the vespa running like a top go to get emissions done... Fails.

It passed easy on the hydro carbons but failed just barely on the carbon monoxide. Standard is 5.00 he failed at 5.56 the first test. The second test was a waste, they couldn't find the VIN and spent 15 minutes looking and by then it was ice cold and failed again.

No idea if the idle should be adjust higher lower or carb adjusted in or out.

It is a Vespa Piaggio super 150cc 2 stroke.

I'm not, by any means, a small engine guru-- but it sounds as though you're slightly lean. Maybe "fatten up" the mixture a bit and see if you can get the CO in line without increasing the HC too much.

Is it possible that an idle jet in the carb is still gummed (assuming it uses a fuel jet for idle mixture) or that someone reamed and air bleed larger than it should be(too fat of a wire to clean it out)?
