Just got this from another USAA member;

Effective Dec. 1, 2008, the fifth bullet of “section 2. Fees” of the USAA Rewards Debit Card and USAA ATM Card Agreement for
your account is changed to read as follows:
“When you make a debit card or ATM transaction with a merchant or ATM in a foreign country, we charge a 1% foreign transaction
fee, whether the transaction is originally made in US dollars or converted from a foreign currency. The 1% fee includes all amounts
charged by MasterCard on foreign transactions.”

Not sure if purchasing stuff from AAFES is considered overseas, or if still goes through Dallas, but if you use any of the ATMs on base it will considered an overseas transaction.

I encourage all USAA members to write to them and tell them what you think.
 
I'm not 100% on that, but I seem to recall all the banks on base in Germany are sorta American but they are German too.
