Tune up and diagnostic questions

93' 4x4 sport, I6, Auto. 95K

With the colder days closing fast, i have noticed more and more a sluggish start, and after checking the battery was still kicking, i feel it is way past time to tune up the ignition system. i am thinking new plugs, distributor cap and distributor rotor. Any other ideas while i am at it?

I have also been thinking of better diagnostic tools, and since it is a 93 and not OBDII compliant i was wondering if anyone had a good recommendation for a diagnostic tool on the cheap for my XJ

Another thing, my right rear leaf pack seems to have finally given up the fight and is sitting at least 2-3" lower than my left side. i don't mind replacing it fully, especially if i can find a half decent boneyard near Holly Springs, NC, but i was wondering if anyone had a good idea for a quick fix?

Tune up--plugs, wires, cap, rotor, fuel filter, seafoam through throttle body, probably a new 02 sensor, thermostat, coolant flush, oil change, tranny fluid and filter change, check level in tcase, check level in diffs, top off brake fluid, power steering fluid, change belt

diagnostic tool--digital multi meter

rear leafs--if you have a lift you could get some salvage leafs from a mj or s10 and bastard pack it.
 
I have a few Xj leaf parts(main leaf, and the third and fourth) laying around, you could use some of the new leafs to freshin up the old stuff until the wallet says you can get new ones. JOE>
 
clean the connections on your battery cables and the connection on the starter...also check your vehicle grounds...clean them even if they dont look dirty...to see if you have a ground problem that contibutes to slow starts try taking a set of jumper cables and just use one side of them to ground your battery to the motor block...just to create an extra ground
