State worker charged in ID case
A former Department of Consumer Affairs employee who e-mailed herself a confidential personnel roster containing 5,000 state worker names and Social Security numbers was arrested this afternoon and charged with five felony counts, a department official said.
The arrest of Rachael Rivas Dumbrique, 33, of Sacramento, was made by Consumer Affairs investigators just after 2 p.m., department spokesman Russ Heimerich told The Bee. Dumbrique was charged with three counts of stealing confidential documents from three state agencies and two counts of illegally accessing the information.
Authorities raided her home in June after she e-mailed the personnel roster to her Yahoo account on her last day at the state department, triggering filtering software alerts.
State officials were concerned about the security breach because Dumbrique was recently married to a member of the Mexican mafia serving a 28-year sentence in state prison for murder.
Dumbrique later told officials she had not realized the roster contained the Social Security numbers and would not have sent it to her personal e-mail account if she had known. Consumer Affairs officials said they didn't believe her claim.
