I live reasonably close to that area and know a few people who live very close. There are lots of jeeps on the road that look similar to that one (black or very dark blue and rack). But I do not have any idea of who's it might be. I suspect they are not on Naxja.

Second pic down.... I caught a stump and it tore my hatch off. Then I bought a Cherokee for $300 rather than pay a junk yard $300 for the hatch by itself. That was a fun trip....
