Being a contractor, your wife will probably get limited on post benefits i.e. you can get gas at the gas stations on post and use the commissary and px and whatnot.
Being as yall have USAA its a great thing to have overseas...my insurance on my XJ in germany was cheaper than the states before i left.
However, being in europe in 02-04 things have changed....how old is the XJ? If its over a certain # of years old, and if it has leaks and whatnot, dont expect it to pass the inspections in Europe. Definitely take the Mini...you can get the parts way cheaper and they are way more abundant, and buy yourself a 500 dollar beater from a PCSing joe. It'll do ya way better in the long run.
I never did the gas coupon thing to use the esso stations, i stuck to post and used the gas card there. I've been told now its actually digitalized and you have an extra card to swipe (kinda like at sams or costco, to use your membercard to get access to the pump)
Honestly, if the jeep is older than a 98 or so, i'd stay store it, or leave it with a reliable family member till you get back. the mini is a better choice for europe..way better gas mileage and better sized.
