Possible new ORP in Henderson, KY??

They only have 500 acres at this time so any advice on how to opperate a park like this would be helpful.

My name is Bret Cottingham and I am president of a newly formed club for jeeps and off-roaders, our club name is
Bluegrass 4x4s. I am obviously concerned with how to manage this park for off-road vehicles and there ability to coexist with
non-motorized users, like equestrians, hikers, and bicyclist.
