Pic Request: Front Bumper Height

I need some help on this one. I tried to inspect my 92 w/3.5" lift and 31" tires this weekend and FAILED because of my front bumper height.

The DC inspection said the max height to the bottom of the bumper was 16" and i measured in at 24". This doesnt make any sense to me since I only added 3.5" and maybe 2" from the tires. It means that even if I remove all the aftermarket, I'll still be too tall

If anyone out there with a stock XJ (maybe XJ sport - I think they sit higher) could you take a pic of your car (to prove what it is, stock, etc) and another pic showing the distance from the ground to the bottom of your bumper?

Otherwise I may have to remove my lift, inspect, and then reinstall.

Here's a red neck way around that. Get another bumper and bolt that to the bottom of your bumper. A friend of a friend made himself a tube bumper and built an extra piece just for that.
 
Tell them to measure an H2 or an F350 SuperDuty, and ask how they pass

they usually have a different requirements for heavier vehicles(they do it by wieght)

good point. I think a case of Labatt Blue bottles might get it to pass

In VA that will not work, the law states that if the bumper is missing, raised or lowered they measure to the front crossmember.

That is what I was thinking. So Cherokees from the factory are illegal since the measurement to the bottom of the bumper is 20.5". The number also goes along with your 3.5" lift. I think you have a case due to stock bumper is well above 16"
