Pegged Fuel Gauge

I may soon be aquiring an 89 Pioneer and it has a problem with the fuel gauge. It is pegged at the 3 o'clock position. Is something shorted?? How would i go about checking it. Thanks.

ya your wiring is frayed or pinched some where , if u want to see if is the sending unit, just unplug it from the gas tank.

A bad ground connection will make it do that.
