I put the caster were rough country said to put it i will check tire pressure rough country said to have it toed out but i thought i was suppose to toe it in a bit but i have tried it both ways

Doesn't sound like a sway problem, it's more of a steering problem.
Is the steering box in good shape, smooth and snug, lock to lock?
An overtightened center adjustment can mask a loose box.

Dropping it an inch or to would help too.
Caster should be 5 degrees or more. hard to get at that lift, while maintaining an acceptable front pinion angle.
You are at the point where cutting and rotation the knuckles may be in order.
Adjustable ball joints can provide almost two additional degrees of caster.

BTW, do you have a front sway bar?
