how tight to make bolts holding lower control arms--should bushings be free to rotate

I have to replace sky's extreme adjustable lower control arm which broke. (my xj is lifted 5 inches)

How much should I tighten the bolts in each bracket that hold the ends of the control arms in the brackets at the axle end and frame end.

Should the bolt be loose enough so the arms are free to rotate as much as they can around the bolts, or should the bolts be as tight as I can make them so the only play permitted would be in the rubber bushings themselves--or is the answer neither of these.

Really, really tight. The latter tightness in your post is about right.

The spec for the stock control arms is 133 Ft.# on both ends.
