Search for budget boost lifts... you can obtain 3" by doing a bastard pack in the rear, v8 Grand Cherokee coils up front w/spacer. Use stock JK shocks (all black ones preferred) but you'll probably want to get an adjustable trackbar too.
^---Agreed if you're trying to spend the least amount of money. People who say trimming doesn't look good after just didn't do it right. I'd recommend aftermarket wheels with less backspacing or spacers though
I used 3" coil spacers and 3" lift blocks. I fit 31 - 10.5 - 15 perfect. I do not use it for off road much, just a daily driver. Stock shocks work great to! I am using the factory '99 steel wheels with little to no rubbing at full turn.
