HELP!! with honda elite scooter (no power)

hey guys

I hope some of you guys might have an idea with this one...

today i found a 1996 honda elite motor scooter that was being thrown out...

the front and rear brakes are seized up and wheels wont turn...but everything else doesnt seem terrible

i wanted to see if the eng. was seized or not (looks like it sat for a long time)
so i wanted to see if it would turn over or not.

the little 12V battery that came with it was toast, so i hooked up the battery cables directly to my portable 12V power pack. nothing.
no lights, no horn, no signs of ANY life.

the ignition set up is a on/off key-switch, with a run/stop rocker switch and a momentary start button.

there are headlight & turn signal switches, but NOTHING works!

Ive checked:

-1 inline glass fuse off the +
-most every plug in connection
-brief inspection of the ignition

PLEASE!!!
any ideas???

I've already:
drained the nasty old gas out of the gas tank
drained the carb
changed the oil
checked/cleaned the air filter
checked/cleaned the spark plug

so, i REALLY want/need to see if this thing will turn over.

PLEASE HELP!!!

ANY/ALL ideas welcome!!!

My first step would be to start tracing at the switches.
Does the 12V make it to the switches?
Does it make it out of the switches?

in this order...
1) on/off key-switch
2) run/stop rocker switch
3) momentary start button

well, i got the elec. figured out--it was a bad + going into a relay--green end, that fell out


however, im having a tough time doing battle with the old gas in the system

i already:

cleaned out the tank and added fresh gas

blew out the fuel lines with air

drained the carb a few times

sprayed choke& carb cleaner into the carb

after much cranking over (yes it has spark)
it fired of a few times, but never ran

any ideas??

Really stupid question...Does it have a kick start? I know all of the Sprees had both electric and kick starts. Got compression? You are running 2 stroke mix, right? Use only Honda 2 stroke oil in the mix.
 
You're gonna have to overhaul the carb. Cleaner alone won't do it, the pilot jet on most m/c's is so small they gunk solid after a while.
To do a better job while the carb is out- find the aluminum plug over the idle mixture screw. Drill it then pry out the plug, possibly using heat.. count your number of turns to lightly bottom the adjuster screw, and after cleaning reset to that number.
That should do the trick- oh and to verify it is a plugged idle jet, it should fire fine off of carb cleaner in the intake.

everyone--THANKS for the input!

i got her running this morning!!

i got the power problem figured out--a bad wire going intoa plug in relay...

but as for fuel..
i removed the carb, took it apart, and cleaned the crap out of it, and renistalled it.

i also found that the 2 lines going from the gas tank were as follows:
1 is a fuel input into carb, the OTHER is a line that (with vacuum pressure of the carb) opens a 1-way valve on the bottom of the gas tank to allows gas to go down the other hose....

anyway
i took both wheels off and freed up the brakes and took her for a test drive down the street this morning!!!

it ran pretty well!!
i just need to figure out what im gonna do about a muffler (original one rotted off 8" or so after the header...no muffler=LOUD!!!!! (and backfires occassionally!)
