Other poeple dish them out to you, and you can dish them out to others. Click on it in someone else's post... it is fairly self explanatory.

There are no green dots there...
And, I can't click on it. I can hover the pointer over it, and it gives me a lil blurb... but they aren't clickable. Not even doubleclickable.
