Do factory xj brakes suck in general?

When I bought my 97' XJ the previous owner replaced both front rotors and pads. Also replaced rear shoes and drums. I suppose I can adjust the rear drums a bit more, but at times it feels as though the car is gliding when I slam on the brakes. There's pressure and I can hear the ABS pump working, it just seems pathetic. I don't want to rely on this setup when I run 33x12.5 tires. Are there any brake kits available?(stainless steel brakes,Baer,brembo etc)

I don't think my 8.25 drums ever worked well, despite constant adjustment and tinkering. How did they go 150k miles and hardly show wear? Just going to ZJ rear disks was a big improvement in my 98.
 
i have the stock xj front and zj rears and its so nice. set me back a whopping 60 bucks everything came from the JY even 95% perfect pads the owner must have just had a brake job done right before they got smacked. the pins and clips were still shinny and the pads still dark black :spin1:
 
The brakes on my '99 Sport with the 31's suck. The brakes on my '99 Classic with the 30's are excellent. Both vehicles have new rotors and pads, original drums and non ABS.

Biggest difference is several hundred pounds of off road equipment on the Sport.
