Not exactly sure what you are asking, but if you are referring to what it should do if you slam into it in a wreck, then there are nylon (I think) collars around the bolts that hold it in place. If you slam into it, they break and the whole column drops down. This is how I understand it. If I am wrong, someone please chime in. This is one of those things you never want to test.
