Can warped rotors cause slight vib in steering?

That makes perfect sense. I took some rotors off my parts jeep, when had been sitting for man years, and the rotors felt badly "warped." I bet what happend is that while the jeep was sitting in one place for a long time, the metallic material in the pad rusted to the rotor, then when the jeep was moved the the pads came unstuck from the rotor, part of the pad material was left behind.

I've had rotors glaze up in various ways that made for a nasty feel. Once upon a time, Mercedes dealers were provided with special "cleaning pads" that they could put into the caliper and run a few miles to take the glazing off without having to turn the rotors. My wife's Volvo after sitting a while unused developed heavy rust/glaze on the rear rotors, which I thought was terminal pitting - it made terrible noise and pulsation, so I replaced them. When I took them off, I realized I could probably have knocked off the glaze and had reasonable metal underneath.
 
I just did the front end on the TJ, new moog upper and lower ball joints, new spicers on the axle shafts, also did the rear cylinders, new shoes and new drums. Feels much better now though I do think I need to check the balance. Lost the rear brakes last week on the way into work, was an interesting drive home that evening. Now for the exhaust manifold and one broken bolt.
