Can a neutral be used as a ground?

It has a breaker on the outside. It feels sloppy and hangs out a quarter of an inch. Don't know if that means it's tripped or not but it wont lock in any further.
 
OK, check for power on the inside at the switch. BE CAREFUL. After you see if you have power at the switch then flip on the switch to see if the power goes through the switch. Also check the reset button on the unit to see if it is getting power through it
 
It looks like I have to take the whole thing apart to access the wiring. So I'll have to come back to it.

Sorry i couldn't help you out more. But it sounds like the problem is at the welder it self. Just need to take the time to check for voltage in the welder.

Well I checked for power after the internal breaker and it's getting juice. :(
I'm a little concerned about poking around in here but it should be ok as long as I'm using the ground right? I don't want to make anything worse.
 
I believe these two wires are coming out of the toggle but I'm not 100% since it goes behind some stuff.
No harm should come from checking them against the ground right?

Ok those two are cold so I guess I have to figure out how to remove that toggle switch and check it out.
 
It turned out to be the 5$ toggle switch. So happy! I welded my f250 trailer wiring bracket as soon as I got it together. :D
