A few questions after pulling the head on my 89

1989 with 190,000 it was runnning fine with no leaks an then all of a sudden started spitting oil everywhere and then I noticed water in the oil, so I've pulled the head.

Here are my questions
1. Best way to clean the sludge in the block thats blocking the areas where the oil flows back into the pan. Some of the holes are clean while some of them are backed up with oil and when I stuck a screw driver in them you can feel the thick sludge thats glogging them up.

2. Best local place in Sacramento to take the head in to have it looked at and machined if needed?

3. What would cause the air filter to be dripping wet with oil, the valve cover to start leaking oil all over and oil to be all through the throttle body and intake manifold? PVC valve???

4. Is the rough spot on the cylinder pictured anything to be concerned about?

In the last pic the top of the piston seems a lot cleaner than the other cylinders. I would assume there is something more going on there than meets the eye. If there are any rough spots on the cylinder walls then you have a big problem. The pic is blurry so i can't really tell how deep that rough spot is. Also, excess blowby from the engine will cause the air filter to be soaking wet with oil. Might be time for a new engine.
 
Is excess blowby caused by worn rings, if it was the ring on that cylinder causing the rough spot would it be on the entire cylinder from top to bottom and not just on that area near the top, I felt it with my finger and that spot just seems to be on the surface like build it of some sort and not gouged into the cylinder. Here is a pic of all the cylinders which all seem to have crap built up on the heads but I fugured thats just how an old worn engine is going to look. Im hoping I can clean it all up once I get some ideas on a good way to do it and throw it all back togeter without diving into replacing pistons and rings.

hard to tell exactly if it is gouged into the block or like you said just carbon build up. Maybe one of the local guys can look at it or you can tow it to a repair shop for a second opinion. From the pics it looks like crap.
 
looks like a couple of the cylinders have grooves up top. the black in the cylinder also looks like ring failure. It would REALLY suck to put money into a head to throw it back on and still have problems. I think the renix blocks are a higher iron content(?) so it would be a good candidate for a .30 over and rings/pistons. or just craigslist a running motor, I see them pretty often.
