Ignition lock cylinder is your problem...or so it sounds. Your local dealership should be able to hook you up! I've had mine replaced in my '98 after it would lock up.
Yes. Use GoJo (the lava soap used at most shops). I detail cars for a Chrysler/Dodge/Jeep dealership and GoJo will pull it right out with a light touch. Don't rub too hard with it, elsewise you'll darken the cap.
BBeach, if you want to run 32s and plan on flexing it at all, with 3.5", you'll rub if you're not trimmed/trimming/going to trim. I rub my 32s with 4.5", but the Long Arms I'll contribute to that issue.
