Maybe I didn't follow the directions correctly but when I tried this mod on my 98 I got a "Check Engine" light. I had to wire mine differently. I've been using it for I guess 6 months and no issues.
If I forget to turn the switch off when I get in and I turn the key to run my electric fan comes on. So in the way I have it wired it only runs with the key on and the switch on.

I forgot to mention that I also changed the catalytic convert when I changed the muffler. I guess it was already clear that a clogged cat wasn't my issue, nor is the the spring missing from the lower radiator hose.
