    When you install the new booster, be sure to adjust the pushrod properly! There should be a few millimeters of play in the pedal before the booster pushrod makes contact with the master cylinder.     This is just a guess, and I don't know if it will work, but what if you disconnected the vacuum line and plugged the port on the booster somehow? If you pumped the brakes with it plugged, wouldn't you be able to tell if the leak was in the booster itself rather than somewhere in the vacuum line...

    If the pedal is high and hard with the engine off, and stays high and hard when you start the engine, that sounds like a bad booster. The pedal should sink a little bit when the engine starts and the vacuum-assist kicks in.

    If I were you, before I spent any money replacing parts, I'd remove the master cylinder, bench bleed it, then reinstall it and bleed all four wheels. If that doesn't help, you're only out a few bucks for the brake fluid.

    Pump the brake pedal with the engine off until it's firm, then start the engine. If the booster's working properly, you'll feel the pedal depress 1/2" or so as the vacuum assist kicks in.
