Agree with RCP. Welding a nut on will probably be your best bet. I wouldn't grind a slot in in, you risk weakening the bolt and could break off only a part of it. If that happens, you'd have to destroy the adapter in order to remove it.

Most people fab up their own. I don't think you'll find an off the shelf item.
I use PartsMike in Northern California for my custom track bars and drag link/tie rod.
I give them the size I need and they will custom fab and thread the material and then ship it out.

Whoever told you this is probably talking about the brackets that mount to the block. They will sometimes break, or the bolts will shear off. I believe there are only 3 bolts attaching the factory brackets to the block.

I use Milwaukee 18v everyday, screw gun and drill, sawzall, even their corded tools are good. My kids bought me the cordless weed wacker, that works fine too, although I'm not a fan of cordless yard tools. They just don't have the power of gas or corded tools.

I would hit it with a heat gun to soften the glue, and then scrape it off with a plastic putty knife, or similar. A hair dryer on high might work, too.
I would plate it. I've done stiffeners on 3 of my XJ's. It's going to be stronger than notching out the stiffener that much to fit your cross-member.
Weld a piece on the stiffener before installing it, it won't be that much more work than notching it, IMO.
I don't think the 8.25 is a direct fit to the 01 CA emissions jeep. I think I've read in the past that alterations need to be made bc of clearance issues with the exhaust or something like that. Correct me if I'm wrong as I may
