yes this happens in my 98. f i remember right it is due to the float moving up and down as the gas settles from moving. i hear it at different gas tank levels in my jeep. not hurting anything. the origninal pump/filrt combo went bad and had it replaced with OEM pump which also makes the noises...
i might have the set-up rechecked. installed yukon 4.56s in my d30 2 weeks ago and they are pretty quiet. i remember reading on randy's ring and pinion that yukons are manufactured for quieter running compared to some other gear sets

have a exhaust shop weld a bung into the straight pipe where the cat was and tap it to accept an O2 sensor. mine has worked well for 6 years and no CEL. dont remember what cost was though
There are 2 O2 sensors on the exhaust. one upstream just after the header and one downstream behind the catalytic convertor. replacing them is pretty easy. bad o2 wont cause the problems you seem to have though, besides the CEL.
I had a similar issue with a 91 xj shifting erratically. it tended to happen more on hills. ended up that the TPS sensor wiring had an exposed area and was shorting out on the manifold. had a bad o2 snesor at the time too. was a real pain until i found the short
decorat- im not sure where in illinois your at but there is a shop in the quad-cities called DK Four Wheel. Dave there specializes in jeeps and has been working on them for many years. if you need someone to talk to about your jeep hes a good guy to try. the shop # is 309 736 0056. ive had...
there is actually a mention of this or very similar swap in Oct 2008 JP magazine in their project mileage master article by Pete Trasborg. you might be able to get some info from them that would help you out.
no honestly still cant find the gremlin. grounds are good, cps and wiring are good. still acts like it doesnt have an o2 sensor. gonna have to check the wiring there again. more hesistation now with 80 degrees out and engine temp ~210-220
