Won’t crank, faulty NSS circuit

My first post and thank you in advance for helping! I have a 2000 XJ 4.0 with an automatic transmission. It will not crank unless I bypassed the NSS at the starter relay. When I checked the #10 pin at the starter relay with my test light connected to the positive battery cable I get nothing. Which told me that the NSS was not providing ground. I then swapped the NSS for a new one and it didn’t help. I then checked for continuity at the NSS harness and B and C have continuity when in park a neutral. I’ve tried switching around the relays and have continuity between #10 and common ground. Any suggestions would be appreciated…
