Pulse dampener, not to be confused with a fuel pressure regulator.

Older fuel rails don't have this.
So what does this "Pulse Dampener" do?

The fuel injectors pulse. I suppose that the dampener evens out the pressure pulses in the fuel rail. I'm not sure what would happen if it wasn't there, but one possibility is metal fatigue and stress cracking of the fuel rail. Older fuel rails had the vacuum pressure regulator.
