What does this bracket really hold?

I'm making new bumper mounts and this bracket is in the way on both sides. Do they really do much other than hold my horns or can I just ditch them?

Don't those hold the lower front corners of the fenders on a stock XJ? I'm not sure, I think so.

I think they stabilize the inner fenders but I've never looked that closely

The outer fenders are not connected to them, they use the torx button head bolts you see in the top left corner of the pic

mine are cut/broken for some reason on hypotenuse of each side (right/left) and my fenders seem to still be secure...

I removed mine a few months ago and so far so good.

I removed mine a year ago and no issues to report.
